Here we see at
the level of file accountability how each Resource from OCW maps to a file
beneath the IMS-CP concept of "Resource," which in turn is pointed
to by the IMS-CP's Item.

(utility files for rendering web pages (.gifs, .js, .css, etc.).
These too must
be accounted for to go into the Package.
