There is a fundamental tension between the strategic and the consortial (“supply-side”) approach to digital library development. Consortial initiatives are likely to be shaped fundamentally by the interests, imperatives, and constraints of contributing institutions-- rather than taking the practices and needs of users and potential users as their point of departure.  This way lies “uncritical mass” -- at best an indirect route to sustainability.
