Administrative metadata refers to information that supports the management of digital
objects over time. Data elements in this document apply inclusively to all digital image
formats, regardless of whether they are used for archival or delivery images.

- Announcement of Draft Interim Guidelines for Cataloging Electronic Resources

Establishes an interim set of guidelines to be used for cataloging electronic resources in the
Library of Congress based on a common conceptual context and a common terminology.
The intent of the guidelines is to apply to resources of divergent character produced under
varying circumstances and managed by different entities, a set of conventions for
bibliographic control that will enable generalized, standard practice to the extent judged
practicable in a diverse, dynamic environment
The guidelines include policies on when to use multiple records and when to use a single
record, conventions developed especially for the single-record technique, directions for
indicating the existence of other physical formats, directions related to electronic location,
directions relating to collocating records and linking them, and directions relating to
identifying records related to specific projects.

Reports preliminary results of the University of Michigan's field trial in electronic access
pricing and bundling "Pricing Electronic Access to Knowledge" (PEAK). In PEAK Michigan
provided a host service consisting of roughly three and a half years of content (January
1995 -- June 1999) of approximately 1200 Elsevier Science scholarly journals.
Participating institutions had access to this content for over 18 months, after which the
project ended and access through Michigan's system ceased. Michigan provided
Internet-based delivery to over 340,000 authorized users at twelve campuses and
commercial research facilities across the U.S. The full content of the 1200 journals was
received, catalogued, indexed and delivered in real time. The research team investigated the
effects of product bundling and pricing structures for electronic access.
