Felt users would understand simplicity of DC, MODS was fairly new at the time, needed something that would be fast to implement, wanted to use OAI (before best practices work)
Assigned elements to work/item/both, defined repeatable and mandatory elements (only the ID is mandatory to make threshold low for users)
Made no designations about 1) where titles should come from, 2) who “creators” v. “contributors” are, 3) what controlled vocab to use.
